STEPHEN L. SWANN

is an Arlington, Virginia, attorney whose consumer practice focuses on the Virginia "lemon" law and the Federal Magnuson-Moss Warranty Act.

A 1975 graduate of Vanderbilt University School of Law, Attorney Swann served as a government military lawyer until 1988, when he commenced his private practice. Prior to leaving the Federal Government, he taught four years at the United States Coast Guard Academy, in Connecticut, as an Assistant Professor of Law. From 1985-88, he served as legislative counsel to the Congressional Affairs Staff, U.S. Coast Guard, in Washington.  He is a 1968 graduate of the United States Coasst Guard Academy, New London.  He obtained his juris doctorate degree from Vanderbilt University in 1974. He retired from Active Duty in 1988 as a Commander.

He is currently a member of the Virginia and Washington State bars, and the bars of the United States Supreme Court, the Sixth Circuit Court of Appeals, and the Eastern District of Virginia. He is also a member of the American Bar Association, Fairfax and Arlington county bar associations, and the Virginia Trial Lawyers Association.

In nineteen short years, he has filed "lemon" lawsuits against DaimlerChrysler, Ford, General Motors, Land Rover, Mercedes, Mazda, Mitsubishi, Honda, Toyota, Lexus, Audi/Volkswagen, Canada New Holland, Winnebago, Kia, BMW, SMC, and Hyundai. Legal actions, frequently for fraud and breach of warranty, against dealers have included "car stores" of Rosenthal, Koons, Kline, Lustine, Ourisman, and HBL. He has successfully completed jury trials against Subaru, Ford, Toyota, Honda, and Lexus. In July of 1997, his client in Debrew v. Lexus obtained a $83,000 final judgment against Lexus. This verdict is believed to be a record "lemon" law recovery against this manufacturer.  Virginia's largest "lemon" buy-back -- $235,000 -- was accomplished in a RV case in 2001.

Recognizing the need for a consumer - attorney network, Mr. Swann has developed ties among automobile attorneys, and organizations such as the Center for Auto Safety, CARS, the National Highway Traffic Safety Administration, the Federal Trade Commission, the Virginia Citizens Consumer Council, AUTOCAP, the Better Business Bureau (AUTOLINE), and numerous county offices of consumer affairs.

Mr. Swann, residing with his wife in Arlington, joined Lions Clubs International in 1981, and is past president of the Northwest Arlington Lions Club. He also has served on the Board of Directors, Virginia Citizens Consumer Council (VCCC).  Recently Attorney Swann retrieved his 1959 trumpet from the attic, and joined the Arlington Symphonic Orchestra and the Arlington Community Band.
